1865 - U.S. President Andrew Johnson moved into the White House. It was nearly two months after the death of Abraham Lincoln.

1998 - U.S. President Clinton issued Executive Order 13088. The order declared a national emergency to deal with the threat to national security and foreign policy by the FRY (S&M) and the Republic of Serbia with respect to Kosovo.
